On February 6, 2013, the National Executive Board of the Boy Scouts of America directed its committees to engage representatives of Scouting’s membership and listen to their perspectives and concerns regarding the BSA membership policy. In May of this year, approximately 1,400 voting members of the National Council will take action on a yet to be determined resolution(s) at the BSA National Annual Business Meeting.
The BSA National Executive Board’s plan is to have a Membership Standards Study Initiative which includes local Council dialogue. Information from this process will be used by the officers of the BSA National Executive Board to develop a resolution(s) that will be voted on at the BSA National Annual Business Meeting in May:
By April 4, all local Councils, including the South Texas Council, are to determine the impact of change or no change in the current Membership Standards policy and submit to their Regional President through their Area President. The impact areas to report are the following: Membership, Financial (Donors/Council Funding), Volunteer (Council/District/Unit), Chartered Partner Relationships, and General.
We are in the process of developing a plan as to how we will implement the local council dialogue and determine the impact of change or no change in the current policy on Membership Standards as required by April 4. As the plan is developed, the leadership of South Texas Council will share it with our volunteer leaders, chartered partners, and stakeholders. We will be transparent about the process, strive to involve all interested parties, and recognize the challenges of having a thorough process because of the constraints of time. Updates will be provided using the council’s website and via email throughout this entire process.
