Martin “Marty” Sepulveda, Scout Executive/CEO

Marty is the Chief Executive Officer for the council. The Scout Executive/Chief Executive Officer reports to the Council Executive Board.  Marty gives leadership to the council’s governance procedures/committees, and all council fundraising activities.

James Rangel, Assistant Scout Executive

The Assistant Scout Executive is responsible for all district operations, unit service and membership growth in the council and supervises all district executives. James also gives senior leadership to our Scoutreach Program,  The Assistant Scout Executive reports to the Scout Executive.

David Hebert, Properties & Outdoor Program Director (Venado District Service) 

The Properties and Outdoor Program Director is responsible for council level training courses, select council activities and Camp Karankawa operations. David also provides service to the Venado District units and community partners. The Properties and Outdoor Director reports to the Scout Executive.

Alexandra “Ali” Manrique, District Director

Ali supports the units and district volunteers in Aztec District(Webb and Jim Hogg counties). She also supervises the Aztec District Program Coordinator and Camp Caretaker. Ali reports to the field director.

Jose “Joe” Gutierrez, Aztec District Program Coordinator

Joe gives supervision to the maintenance needs and maintenance schedule of Camp Huisache. He serves as the liaison between the district committee and the camp facility, and oversees the execution of camp programs and services. Joe provide resources and training to support the Aztec District program operations as needed. He reports to the district director.

Chelise Hyatt, Program Coordinator

Chelise is a certified national camp school program director. She serves as program director for Scouts BSA Winter Camp, Scouts BSA Merit Badge Weekend Camps, and gives leadership to various council activities and newsletter.

Frank Funke, Camp Karankawa Ranger
Frank oversees the upkeep of our flagship property, Camp Karankawa. He is a liaison to guests and supports the council’s camping programs at Camp Karankawa. He reports to the Scout Executive.

Juan “Alex” Garcia, Camp Huisache Caretaker

Alex oversees the upkeep and security of Camp Huisache located in Laredo, Texas. He is a liaison to guests and supports the council and district programs at the camp. He works cooperatively with the Aztec District Program Specialist.  He reports to the district director.
